When the Niagara Power Project was constructed (1957-61), the dirt that was dug to construct the facility’s massive underground water intakes were dumped along the Niagara River’s edge, forming new land atop which the Robert Moses Parkway now sits. Planners are now calling for the removal of that roadway, and the transfer of that land’s ownership from the New York Power Authority to the New York State Park.
